Staff Department

Administration & Finance Department (A&F):
The Administration and Finance (A & F) Department provides directions in all matters concerning administrative and financial matters in the Force, and work closely with vital organisations in the management and provision of transactional financial functions.

Divisions:

International Cooperation Department (ICD):
The International Cooperation Department (ICD) is the staff authority on all international engagement efforts of the SPF .

Mission
serve as the central gateway for communication and cooperation between local law enforcement agencies and their counterparts in INTERPOL’s member countries;
craft coherent foreign engagement policies to enhance SPF's standing in the international policing community;
contribute towards SPF’s efforts in building and strengthening relationships with partners through practising established diplomatic formalities and protocol; and
provide guidance on foreign engagement to SPF units.

Manpower Department (MPD):
Manpower Department is the staff authority to deal with all HR matters in the Singapore Police Force.

Roles and Functions Our roles and Function involves:

a) All HR functions including administration of terms of conditions of Service, postings, promotion, career development, performance management and talent grooming.
b) All Recruitment functions including recruitment programmes, career talks and scholarship administration
c) All Discipline matters to maintain discipline and integrity in the force and administration and processing of awards to deserving officers
d) All Manpower Planning functions including planning for optimal manpower resources through careful monitoring of trends and compensation package as well as long term strategic manpower planning
e) To provide psychological expertise in the Singapore Police Force so as to enhance the operational effectiveness and well-being of the organization and its officers
f) To promotes esprit de corps among the officers and enhances their welfare and general well being through the administering of welfare amenities/schemes and activities like recreational facilities, sporting activities and financial assistance scheme

Operations Department
Operations Department is the staff authority on operational, community involvement, custodial and licensing matters in the Singapore Police Force.

Roles and Functions The Operations Department’s roles and functions range from monitoring daily operations to providing strategic and operational guidance to line units. It leads the development and exploration of new policing skills, knowledge and equipment to enhance SPF's operational capabilities and strengthen community partnership.

It also formulates operational and contingency plans to enhance SPF's operational readiness, including enhancing the operational capabilities of NSKUs. The department houses the communications nerve centre of SPF, which is also known as the combined operations room. The department also oversees the regulation of arms and explosive, second-hand dealers, street collection and entertainment

Planning and Organisation Department (P&O):

Roles and Functions
1. The roles and functions of the divisions in P&O are as diverse as they are fundamental to the SPF's continued success. P&O develops SPF strategic plans, reviews policing scenarios and updates broad policing directions. It also manages the translation of the SPF strategic plans into conceptual plans and work plans for staff and line units.
2. P&O also plans and manages the critical tasks involved in the effective allocation and utilisation of resources, reviewing and monitoring establishment needs and changes so that they are in line with SPF's strategic directions.
3. P&O acts as the foreign relations arm of the Force, translating higher-level national objectives and policy interests into coherent SPF dealings with foreign agencies. It co-ordinates SPF's dealings and forges closer relationships with key overseas strategic partners.
4. Finally, P&O plans and coordinates initiatives pertaining to the organisational development of SPF. It integrates and implements principles and practices that support the interdependent development of people and their units within SPF. The principles and practices of Learning Organisation serve as a strong foundation to achieve this purpose

Police Logistics Department (PLD):
Our main responsibilities involve the acquisition, distribution, maintenance, and disposal of materials, equipment, armament, vehicles and building facilities. We also serve as the overall manager of all procurement and contractual activities for the SPF-logistics.

Police National Service Department (PNSD):

Roles and Functions
All PNS personnel affairs and development functions (e.g. enlistment, posting, promotion, welfare, rewards, compensations and remuneration)
Formulation of policies and implementation plans for the development and optimisation of PNS resources
Improving the discipline of PNS personnel by a two-pronged strategy of prevention and deterrence
Training PNSmen and transforming them into a cohesive paramilitary outfit in the protection of key installations in Singapore
Providing critical manpower during peacetime operations, national emergency situations and international events

Police Technology Department (PTD):
The developments in Infocomm Technologies (ICT) have challenged the Police Technology Department (PTD) to continuously explore new technologies to enhance the Force’s operational capability to combat crime more effectively.

Police Technology Department manages all ICT projects to ensure the projects are delivered on time, within budget and meet operational users’ requirements. It also provides ICT support to SPF frontline operations at major events.

Security Industry Regulatory Department (SIRD):

Our Mission
The mission of the Security Industry Regulatory Department is:
To regulate all armed and unarmed guards in Singapore ;
To set standards to improve competencies of armed and unarmed guards;
To ensure compliance to standards;
To undertake and manage training and testing for armed and unarmed guards.

Introducing a rigorous new basic training and testing regime
Developing a comprehensive set of policies and directives covering APF operations, logistics, manpower and training
Embarking on a comprehensive auditing regime

Volunteer Special Constabulary

Service Development and Inspectorate Department (SDI):
To drive service excellence in SPF, the role of the Inspectorate Department was enlarged and renamed as the Service Development and Inspectorate (SDI) Department in Nov 1997. SDI Department comprises the Service Development Division (SDD), the Inspectorate and Review Division (I&R) and the Internal Investigation Division (IID). Its Director is AC Anselm Lopez.
Mission:To lead the operation and development of the SPF in achieving service excellence and in upholding discipline and integrity among its personnel.


Roles and Functions
We drive service excellence in SPF by:
Formulating service strategies and policies.
Setting service standards and measurement.
Implementing and reviewing effectiveness of service programmes and standards.
Promoting a culture of innovation.
Conducting staff inspection and recommending corrective actions.
Investigating into complaints and recommending corrective actions.

Criminal Investigation Department (CID):
The Criminal Investigation Department (CID) is the premier investigative agency and staff authority for criminal investigation matters within the Singapore Police Force.
It takes charge of investigation and enforcement against specialised, major and technology crimes such as firearm robbery, rape, syndicated gambling, secret society activities, intellectual property rights violations, computer crimes, and so on.

Police Intelligence Department (PID):

Roles & Functions
PID systematically employs the intelligence process and builds criminal intelligence to help protect life and property, prevent crimes and disorder and detect and apprehend offenders.

The Commercial Affairs Department (CAD):

The mission of CAD is to safeguard Singapore's integrity as a world-class financial and commercial centre through vigilant and professional enforcement of the laws.
